We resume from our last review in April 2026. Governor JB Pritzker requested a comprehensive plan merging the two existing House and Senate bills passed on May 31. The Chicago Bears recieved instruction to use provisions from each bill crafting passable legislation meeting the 3/5 veto session requirements. We deliver Operational Plan Rev 3.0 as the statutory framework to meet that requirement. We incorporate key details from PSC Chicago LLC proprietary Term Sheet, and the draft GLDA and Renaissance Campus Statutory Charter Frameworks.
We’ll discuss how the 5 authority merger into the GLDA creates Sovereign Bonds, their importance with higher debt coverage ratios, their impact on the transit work streams, and new details in the Renaissance Campus, including gaming, public safety, and introduce the Southside Civic Endowment, the ORD express, and the $50B capital stack evolution from the original $11.1B as presented in our 2024 PRFAQ. Lastly, we'll review how the sovereign ledger ensures compliance with the newly enacted Artificial Intelligence Safety Measures Act - SB 315.
